Which of the following most accurately describes the problem?

A CHEMICAL rust-proofing primer r-k called Rustroy, developed by The Wy mark Co., Little Comberton, Nr. Pershore, Worcs, neutralizes existing rust, prevents further rusting and primes the surface ready for paint. Wire brushing is sufficient 'preparation for lightly rusted metal after which Rustroy is applied by brush or spray.

The surface can be wet or dry and the Rustroy neutralizes existing rust and forms an inert, water-insoluble, rust-proof layer.

Basic price of the material is £2 5s. per gal., reducing to £1 12s. per gal. for large quantities. Covering power is 500 sq. ft. per gal.'
