Which of the following most accurately describes the problem?

Ireland's strategic location could make it a major centre for international warehousing and distribution geared to the needs of multi-national organisations, according to Jim Blaser, executive vice-president of American based transport logistics specialists, Cleveland Consulting Associations.

Mr Blaser was speaking at the opening of the company's new European headquarters in Dublin where he claimed that Ireland's competitive labour rates and geographical location made it suitable for development.

To achieve this, he said, a guaranteed streamline taxation and customs clearance service would be vital with EEC customs facilities capable of releasing foods for delivery directly into any community country.
