Which of the following most accurately describes the problem?

SUPERINTENDING engineer in the Department of Transport's vehicle inspectorate at Bristol, Frederick Whalley, is to be the new Licensing Authority and chairman of the Traffic Commissioners for the North Eastern Traffic Area from early April.

He takes over from MaiGen John Carpenter, who, as reported in CM (October 20), moves to the Western Traffic Area in the same capacity following the death of the previous incumbent, Jon Crabtree.

Mr Whalley has been in his present job since 1978. Before that he was senior area mechanical engineer in the North Western Traffic Area.
