Parliament is basically a consolidation in legal terms of the several White Papers dealing with transport which have been issued in the past few months. As they came out they were all fully reported in COMMERCIAL MOTOR —so was the Transport Bill itself earlier this month. Likewise, week by week considerable coverage has been given to conference papers and other comments from all quarters of the transport industry on this topic.

As the Bill comprises 292 pages, 169 clauses and 18 schedules, to obtain a comprehensive understanding of it there can be no substitute for reading the Bill itself. It is obtainable from HM Stationery Office, price 21s.

The qualification needs to be added that as it is a Bill and not an Act it can still be subject to amendment, always assuming that it passes through Parliament.
