Which of the following most accurately describes the problem?

"IF people are going to say that others are operating illegally, then they must prove it. I don't think you've begun to prove anything." So said the Magistrate, Mr. K. J. P. Barraclough, dismissing the two charges of illegal operation brought by the MoT against a Mr. D. Buckley, at Bow Street Magistrate's Court, London, last week. Cases involving nine other defendants on 17 similar charges were adjourned sine die on an application by Mr. Weir, MoT solicitor.

Mr. Buckley was charged with that on July 13 1967, being the holder of a C licence, he used his vehicle for hire and reward contrary to the conditions of his licence. He was also charged with committing the same offence on July 17. He pleaded not guilty to both charges.

Only one of the remaining nine accused was in court. Mr. Weir, appearing for the MoT, asked that this case be adjourned along with the others; the evidence he had planned to produce, he said, was similar to that which the Magistrate found insufficient to prove the first case.
