Which of the following most accurately describes the problem?

AT the inaugural meeting of the newly formed Leeds and District Hauliers Federation last week it was announced that West Riding hauliers are to step up their rates by 10 per cent. The chairman, Mr. D. K. Archbold, said the existing rates did not reflect the increased costs since the last general rates rise in 1965, and increases could no longer be absorbed.

The meeting attracted 50 operators representing about 1,500 vehicles.
