Which of the following most accurately describes the problem?

operator who had abandoned one ! the original grounds for the grant B licence was criticized by Mr. C. J. inald, the Metropolitan Deputy ing Authority, in London last . Despite the absence of an explanthe Authority granted the variation conditions of three vehicles so that f them could be sent to the port ver to cope with the increasing use ..Charinel ports for the import of and vegetables from the Canary 'and Spain. •Mr. Macdonald took usual course of requiring the appli) provide details of the use of the after the first year of the licence. conditions had not been observed, enc'e :would 'not be continued.

'B to -Contract A and Back Elizabeth, Havers for the appli

V1r. L Hornsey of Forest View Walthamstow, E.17, told Mr. maid that after failing to obtain a on of his conditions in an earlier it, the applicant removed a vehicle 13 licence and added it to his con'ok licence with Rodanto, Ltd. for nonths during the height of the ) and new potato seasons.. It was ards restored in the B licence. The present application was to enable three vehicles each to carry general goods within 25 miles and fruit and vegetables within 125 miles against the present radius of 15 miles for both. • Mr. Hornsey said that he supervised the clearance of the Rodanto traffic through customs and on to either the contract vehicles or other sub-contractors. Three witnesses supported his application.

The Decision Giving his decision Mr. Macdonald said that be would add a named customer to the licence far one vehicle in place of the abandoned "furniture and effects but only within the same mileage. Since there was shown to be a substantial use of well-known sub-contractors and there was no complaint against them, the fruit and vegetable extension would be for three named firms from the port of Dover to the markets at London, Bristol and Birmingham.

It was a weakness of the procedure, -said Mr. Macdonald that an applicant could apply in one area to carry the traffic of 'other operators in another area. The Transport Tribunal had pointed to the need for acquainting other operators likely to be affected. He was not going to do that in this case but there was a need for very great care.

Our licensing correspondent comments that it is usually considered to be taking a great risk to switch a vehicle off a B licence and specify it in a contract licence for as little as four months and then transfer it hack again to the abandoned B licence. No point, however, was taken by the B.T.C. as objectors in this case. The reason may be that they called no evidence.
