A SCAFFOLDING company working on the refurbishment of the Leeds Traffic Area Office (TAO) has been given until the end of February to obtain an 0-licence after it was revealed it was operating on a defunct company's 0-licence.

Leeds-based Excel Scaffolding Services had been called before the North Eastern Traffic Commissioner,Tom Macartney.

Darren Bromley, a director of Excel Scaffolding, said that managing director Philip Davison split up with his partner in Excel Scaffolding Services in June 2008 and started a new company called Excel Scaffolding.

He had joined in August and the firm had moved into more secure premises. It had five vehicles but was reducing that to four. The firm had spent a considerable amount of money keeping the vehicles roadworthy and had received a £50,000 government loan to take on new staff The TC said Excel Scaffolding Services went into administration in July and it was that company that held the 0-licence, The ops centre had been moved without notification and letters from the TAO were ignored.

After the TC said that defects found on a vehicle in November ought to have been noticed by the driver, Bromley admitted the vehicles had not been looked after, but things were better now He admitted the new company did not hold an 0-licence and had not submitted an application for one. Asked if the vehicles were on the road. Bromley said one was outside because it had provided scaffolding for the refurbishment of the Traffic Area Office.

Revoking the licence with effect from the end of February, the TC said the new company needed to make an application, and to seek interim authority to commence operations as soon as possible.
