WHENEVER a scientist comes up with a device that can be used to measure something accurately, there will be a politician close behind waiting to take advantage.
Speed measurement is a good example — and no end of laws have appeared since the first speedo. It is now over 40 years since the breathalyser was first introduced. It was — and no doubt is — considered to be a road safety measure, but it appears to be more a means to better secure prosecutions.
To the simplistic, the fact a road user was speeding'; or over the drink/drive limit; or on the phone is proof positive of guilt and it gives road safety a had name. Anthony 0 Phillips
