Which of the following most accurately describes the problem?

AWRITTEN reserved judgment of the Transport Tribunal in the Channel Airways Ltd. appeal (The Commercial Motor, January 22), in which British Railways Board and others appeared as respondents, was made known last week.

The Tribunal has ruled that the respondents "discharged the onus imposed upon them by Section 173(4) of the 1960 Road Traffic Act of proving that suitable transport facilities for flowers between Portsmouth and London would be in excess of requirements, if the application were granted in the form in which it is sought ".

The Tribunal added: "We are accordingly only prepared to allow this appeal to the extent agreed by the respondents, namely by adding to the conditions of the licence: consignments arriving by diverted Channel Airways Services scheduled to land at Portsmouth Airport."
