Which of the following most accurately describes the problem?

St. Edmunds last week, Mr. C. Robinson, chairman. Eastern area of the Road Haulage Association had a special word to say concerning the authorities who " largely rule our lives ". in this Eastern area alone, he said, there were two cases where members wishing to extend their premises had been refused permission by the local planners. " This is yet another example of those Gilbertian situations to which we are so often accustomed when our affairs are managed by authority. One Government department says we must maintain our vehicles; another department tells us we cannot have premises in which to maintain them. Two Government departments at cross purposes and the poor unfortunate haulier ill-placed in the centre."

Referring to the wilful and habitual offender on vehicle standards, Mr, Robinson said he should be banned from the roads. This could be done under the existing system, and Licensing Authorities should not hesitate to take the necessary action. In fact, he asserted, unsatisfactory people should be prevented from entering road haulage at all.
