rro enable goods imported in secure containers or vans to be examined at ports I or airports away from the point of entry, H.M. Customs and Excise this week announced new arrangements designed to speed traffic from the quayside on the lines suggested in the Rochdale Report.

The scheme applies to goods imported in secure containers or vehicle bodies of at least 300 cu. ft. (external), removed under security, and the places to which they are removed for customs inspection rinist already be approved and have facilities for examination of containerized goods. No similar general scheme is being applied to export clearances, but an experimental system of clearing well-secured goods exported under Revenue control has been introduced, Under the new import clearance scheme the whole of the contents of each container or vehicle must be cleared at one place of examination; containers or vehicles must be clearly identified and securely constructed and can include sheeted vehicles complying with TER except when carrying wines, spirits or tobacco.

H.M. Customs told The Commercial Motor this week that it was up to operators to arrange for ports or airports to accept traffic for clearance; some of the smaller ports especially may offer quicker facilities than the major docks.

The new scheme is really an interim measure until proper inland centres are established and it has the major drawback that even goods carried in TIR containers or vans will have to be covered by general bond (to the value of duty and tax) while in transit in the U.K., and full documentation is required.
