Which of the following most accurately describes the problem?

TWELVE London operators were 1 tined a total of £273, with costs amounting to £25 9s. 6d., at Cambridge Magistrates' Court, last week, for contravening the conditions of their licences. Two were B-licensees and the others C-licensees. Their offences came to light when deliveries of Ministry of Food traffic Were being made to a depot in Cambridge.

C. R. Whiston, Herne Hill, and his employer, A H. Evans, Shakespeare Road, London, S.E.24, were tined £4 for failing to keep records.

W. G. Chambers was also prosecuted for this offence, besides using his C-licensed vehicle for hire or reward. The vehicle, moreover, was not specified ip the licence, neither had application been made for a variation. The vehicle which was concerned in the charge displayed the disc of another vehicle.

Defendant was fined £40 with the

alternative of two months imprisonment. Evans was fined an additional £10 for using a C-licensed vehicle for hire or reward.

G. F. Foy, Clifton Way, London, S.E.I5, was fined £84 for 'aiding and abetting the use of vehicles outside their licence conditions. A. E. Dowry, Islington; W. F. Pitcher, Selsey Street, London, EA; R. Grinsted, Canning Town; Messrs. Addis and Warner, Brixton: T. J. Addis, Brixton Hill, and A. W. Bradshaw, Herne Hilt, were fined for employing C-licensed vehicles for hire or reward, and Messrs. Brooke and Richardson, Ilford, and H. E. Spenner, Dalston, were fined for using B-licensed vehicles outside their conditions.

Partnerships were involved in two eases and both partners were summoned separately. It was said that the partnerships had been dissolved before the offences, hut the Licensing Authority had not been informed.
