Which of the following most accurately describes the problem?

INSTEAD of increasing fares to meet 1 an extra £183,000 a year in running costs, Manchester Transport Committee have decided to reduce the frequency of services by about three per cent.

Most of the cuts will be made after the evening rush hour and at week-ends, but there will also be some streamlining of peak period services to make sure that buses are being used fully.

Last year the city's buses were used by 450m. passengers, 7m. fewer than the previous year. But from March to October this year there has already been a reduction of. 6m. passengers compared with the same period last year.

One economy measure will be a slight change in the colour scheme of the buses. Less white paint will .be used, and mudguards will be painted red instead of black. This will save more than £3.000 a year.

The committee are to approach the Minister of Transport again for permission to go .ahead with a scheme to build new headquarters costing £100.000. Permission was refused a year ago because of the economic conditions.
