But VOSA has defended the level of fines, despite saying the number of foreign hauliers it has found carrying out illegal cabotage work since the regulations changed in May has been higher than expected. RI-IA chief executive Geoff Dunning describes the number of fines issued over the past 15 weeks as "tiny", adding: "It begs the question whether there's not a problem with illegal cabotage, or are they not finding it?

"There are far more loads than 230 being moved [illegally]."

However, Dunning is more concerned with the impact the ars laws on cabotage are having on UK hauliers. He adds: "Legal cabotage is much more of a problem in the UK than illegal cabotage."

According to the enforcement agency the top offenders are drivers from the Netherlands: 83 Dutch vehicles have been caught breaking cabotage laws. Ireland is next with 73, Poland has 23 and Belgium 20.

Drivers face a fixed fine of £200 if they breach the rules.

A VOSA spokeswoman says: -The figures arc higher than we might have anticipated, although significant effort was put into this area of enforcement.

"We are also receiving some very positive feedback from those affected by unlawful cabotage this continues to help our targeting efforts"
