In February 2008, JC Balls embarked on its biggest, most ambitious project to date. After a successful tender bid with the MVM Joint Venture consortium (comprising Morgan Est, Vinci Grands Projets and Sir Robert McAlpine), work began on upgrading the M1 between the north side of Junction 25 and the south side of Junction 28 on behalf of the Highways Agency. A 15-mile section needed to be widened from three lanes to four to ease congestion, and the centre crash protection improved.
