Which of the following most accurately describes the problem?

The winner of the Haulier of the Year award, Stan Robinson, has had an application to expand his Stafford premises turned down by the local council.

Robinson wanted permission to extend his 20-acre site at the Ladfordfields Industrial Estate, Seighford to create a new car park for his 200 employees—he had even bought the five-acre plot from a local farmer.

But last week Stafford planning committee refused Robinson planning permission. "We need to use the present car park to expand our distribution centre and if we don't get permission I will have to start turning business away. We are the biggest haulier in the area and it's important to our future. I will fight it all the way," he says.

A spokesman for the committee says the application was turned down as it considered it an "encroachment of the countryside".

Last month Robinson, who started his business 28 years ago with one truck, won the Motor Transport Haulier of the Year award. He now intends to appeal against the decision.
