The speculation has centred around the introduction of "no-car" lanes open only to HGVs, buses and coaches on major roads ranging from the A40 and A3 in London to the A52 in the East Midlands and the A14 in East Anglia. A Highways Agency spokesman admits that discussions are underway 'with a range of other transport operators and some local authorities'. But he adds: 'We see no value in fuelling speculation that a particular idea might go forward.'

Head of highways and traffic at the Freight Transport Association, Don McIntyre, says that he would welcome "no-car lanes in place of other proposed measures such as ''high-occupancy vehicle" lanes for vehicles carrying two or more people. One of our major concerns is congestion and HGV lanes could make matters worse," says McIntyre.
