Which of the following most accurately describes the problem?

The Transport Tribunal has upheld a decision to refuse a new international licence to Mark and Robert Coalter, trading as HMC International, of Wareham, Dorset.

The partners' application for a licence for one vehicle and one trailer was initially opposed by Dorset police on the grounds that they had failed to disclose convictions

recorded against Mark Coatter and that there was a background of unlicensed ()aeration.

The Western TO, Christopher Heaps, had refused the application on the basis that the partners were not of good repute and were not of the appropriate financial standing.

Robert Coalter had accepted that the partners were not of appropriate financial standing but resented the repute issue.

The tribunal said there was ample material upon which the TO was entitled to draw his conclusions. And the failure to be of appropriate financial standing meant that the TC had to refuse the application.
