THE 0-LICENCE OFA Northumberland operator hangs in the balance after it failed to have regular safety inspections on the one vehicle in its possession for at least 15 months.

Nasco, based in Newbiggin-by-the-Sea, had been called before the North-EasternTraffic Commissioner Tom Macartney at a Leeds public inquiry. The company holds a restricted licence authorising the operation of two vehicles.

Vehicle examiner Kevin Donaldson said an examination of tachograph charts revealed the vehicle had been used in September 2006 after the annual test certificate had expired. There were no safety inspection records and apparently no safety inspection had been carried out for 15 months. There was no documentary evidence of daily driver checks, nor a forward-planning system.

At first presentation, the vehicle had failed its annual test due to a steering fault. An extensive amount of work had been carried out on the vehicle before it was presented for test because there were several defects. Donaldson agreed it was likely those defects had been present when the vehicle was used on the road in September. Nasco now had a contract with a commercial garage for four-weekly safety inspections. Managing director Stephen Tuck said that if the garage recommended work on the vehicle, it was done immediately.TheTC said the vehicle had been unsafe on the road and he had to assume it was for the whole of September and perhaps more.

Tuck replied that work was carried out when the driver reported anything; the vehicle had been maintained, but the work was not logged.

The TC is to announce his decision in writing at a future date.
