Which of the following most accurately describes the problem?

• Fuel protesters are warning the government that they have not gone away and they remain determined to make fuel duty a major issue during the General Election.

David Handley, one of the most outspoken leaders of Farmers For Action, says the foot-and-mouth crisis has pushed the problems caused by high fuel prices to one side—but it has not disappeared and is not forgotten.

"Make no bones about it, the problems have not gone away, they're just being stored up: he says. "Our postbag is still full of letters telling us not to lose heart, and come the election we will be there fighting for all users of fuel in this country" Most of the oil companies have just added an extra 1p/lit to the pump price of diesel; further price hikes are believed to be in the pipeline following a rise in the price of crude oil.

• European Union officials have asked the UK government not to bow to protesters by reducing fuel duty, arguing that higher fuel duty is environmentally responsible. The rest of the EU should be following the UK's example by increasing fuel duty in a bid to reduce CO2 emissions.
