• bySally Nash The Certificate of Professional Competence (CPC) is not up to scratch when it comes to preparing transport managers for the job of satisfying 0-licence conditions.

That is the view of solicitor Deborah Sharpies of lpswich-based Barker Gotelee who has just taken a CPC in a bid to gain a broader insight into road haulage.

Although Sharpies admits the course was useful, she is critical about the lack of information for would-be licence holders about the expectations and demands of Traffic Commissioners.

"Very little was said about the need to be professionally competent, or of the importance of good repute and sound financial standing in order to hold a licence," Sharpies explains. She was also disappointed by the failure to address the allimportant seven undertakings that every operator gives to the Traffic Commissioners; these include keeping maintenance records for 15 months and keeping vehicles In a fit and serviceable condition.

Over the past few years the CPC has undergone a number of changes. In 1999 a case study was added to the exam, which was traditionally based on a multiplechoice format.
