Which of the following most accurately describes the problem?

YOUR COMMENTS, PLEASE • The Department of Transport is continuing its review of HGV test and licence fees. Already this month it has announced that 0-licence fees are to rise on May 1 and that there are proposals to restructure HGV and PSV driving tests.

Now, the DTp proposes to increase the fee for the HGV driving licence (valid for three years) from £7,50 to 28.50. The fee for a provisional HGV licence would rise from £3.00 to £4.00 and a duplicate licence would be £3.00 instead of £1.50.

There are also proposals to increase the fee for the PSV licence (valid for five years) from 210 to £17; duplicate PSV licences would stay at £3.

The aim of all these proposals is to match the price of the licences to the costs of administering the system. The L)Tp is asking for comments on the proposals by the end of May. If the increases go ahead they will come into effect this autumn.
