Which of the following most accurately describes the problem?

ALMOST TWICE as many people use a car to get to work as travel by public transport, says the AA. A survey is said to have shown that 47 per cent of workers and 60 per cent of car owners go to work by car. Lack of adequate alternative transport is quoted as a major reason for travelling to work by car. Whether that alleged inadequacy is the cause or effect of the widespread use of cars is not clear. What is more likely is that the higher the standing charges, such as insurance, tax and depreciation, the greater the use the driver will want to make of his car to justify the unavoidable expense. The unhappy bus operator just cannot win.
