Which of the following most accurately describes the problem?

ONLY one of over 1,200,000 applications for C licences has been refused since 1951. This was revealed by Mr. John Hay. Parliamentary Secretary for Transport, in a reply to Mr. Leslie Spriggs (Labour. St. Helens) in the Commons this week.

Mr. Hay reported that since 1951 there had been 50,281 applications for A licences; 46,134 contract A applications: 232,851 B licence applications. Since 1957, C licence applications had been more than 100,000 each year. Between 2,000 and 5,000 A licences had been applied for annually with less than 200 refused each year. Contract A applications had reached similar figures with often less than 'I0 and never more than 29 refusals. B licence applications had varied between 16,000 and 25,000 each sear and refusals had been heavier between 600 and 1.000 a year.
