Featherstone) were among members Who strongly resisted a proposal that applicants for TIR carnets should be reqgired to pro

vide a bank guarantee. The I.R.U. secretariat's desire to tighten up the procedure for issuing carnets is understood to stem from a recent defalcation by a carrier, a case in which insurers had to make payment.

There was a general feeling among members that, C-licensees generally being people of substance, a bank guarantee was unnecessary hut the T.R.T.A. and other members have agreed to look at other possible means of ensuring secure issue of these carnets.

It was revealed at the meeting that the French own-account organization U.U.V.T.P. had conducted an inquiry similar to the T.R.T.A.'s survey in 1959, showing why and how C-licensed vehicles were used. The French survey, undertaken by market consultants, has produced results remarkably similar to those obtained by the T.R.T.A.

During the session the first meeting took place of the section III liaison committee viz-ij-via the E.E.C. and, despite Britain's non-membership, the T.R.T.A. representatives were invited to attend, took a full part in the meetings and noted the Continental members' readiness to gain the British point of view, although the T.R.T.A. has no vote in this committee. Much of the discussion centred on the definition of .own-account and hired transport and it was quite clear that the Continentals will not accept the British distinction between hire with and without driver.

During the two-day 'meetings at The Hague, Mr. K. C. Turner, TK.T.A. president, was re-nominated a member of the I.R.U. presidential executive.
