Which of the following most accurately describes the problem?

A CO-ORDINATED efficient transport r3system for the country is one of the aims of the British Road Federation. Proposals were being put forward in connection with the changes which will follow from Dr. Beeching's plans for the railways, said Mr. P. Gooding, chairman of the Federation's publicity committee. at the annual conference of the Institute

• of Public Relations on Saturday. "We welcome the report. It makes clear that they intend to compete most strongly for those traffics for which they are best suited ", he said.

The Federation ", went on Mr. Gooding, "wants to see that everywhere railway services are withdrawn road transport facilities are available. This must apply to the roads as well as to the vehicles and the passenger and freight requirements. We feel we have in the implementation of the Beeching Report a unique opportunity of providing the country with a thoroughly efficient and co-ordinated transport system."

Also speaking at the conference, Dr Beeching said that because of the

highly confused" emotional attitude of the public, the railways. had allowed themselves to be expected to do the impossible. This was aggravated by the fact that they were running a great deal of run-down services in the system and cleaning capacity and everything else was spread pretty thin.
