fuel duty would help reduce pollution and congestion. Earlier this week he said he believed that increasing fuel duty would simply increase haulier costs without changing behaviour.
Kinnock favours the increased use of road pricing with different charges for vehicle types and destinations. But he says that a more widespread introduction of road pricing would have to be accompanied by cuts in existing taxes and charges.
