Which of the following most accurately describes the problem?

• Not one truck has been clamped as part of the DVLA's recent wheelclamping campaign to catch road tax dodgers (CM 7-13 August). The scheme, which was launched in London on 18 August, could have left truck operators facing fines of up to £2Q000 if they did not have a valid tax disc.

However, according to head of enforcement Haydn Madoc, the 173 vehicles clamped did not include a single truck.

"We still give out the warning to truck operators that they are liable for clamping," he says. "As the scheme develops on a national level there will be no hiding place. It could be your area next." The scheme will cover the whole of the country over the next 12 months.
