Which of the following most accurately describes the problem?

THE setting up of works committees representative of managements and employees of passenger-transport undertakings in the North-Eastern Region, with the object of minimizing absenteeism among employees, is an outcome of conferences between the Regional Transport Commissioner, Major F. S. Eastwood, representatives of the Ministry of Labour and National Service, managers of municipal undertakings and bus companies, and the Transport and General Workers' Union. Whilst the degree of absenteeism is not uniformly grave in the Region, generally speaking it has shown a serious increase; largely, it is among conductresses.

Employees against whom there are complaints of frequent lateness for work or missing of duty will be brought before the works committee, which, after hearing the complaints and the employee's reply to them, will make recommendations according to the merits of each case. The actual disciplinary measures will be a matter for the decision of the management of the particular undertaking concerned. If such action proves of no avail the case will be reported to the local National Service Officer, who will decide if a direction to take up other work or to join the Forces should be issued.

To encourage punctuality and regularity of attendance at work, a token of merit is to be issued to good timekeepers. This will take the form of a badge or a stripe to be worn on the uniform. The Regional Transport Commissioner is also to write a personal letter to p.s.v. crews.
