Which of the following most accurately describes the problem?

WAGES troubles in the North of VV England will enter on a new phase next week. According to National Joint Conciliation Boardawards, Grade I wages are due to operate in various parts of the Northern, NorthWestern and Yorkshire Areas as from October 1.

On the other hand, there are evidences in Yorkshire of a strong disposition among employers to continue to oppose the introduction of Grade I wages, and to uphold their own agreement on wages and conditions.

In the North-Western Area, a section of the employers has agreed to the introduction of Grade I wages in the Liverpool and Manchester districts, but not long ago a conference of employers in Lancashire and Cheshire (excluding Manchester and Liverpool) unanimously decided to observe the terms of wages and conditions laid down in the Yorkshire employers' agreement. This decision was supported at .a meeting of employers recently held in Blackburn, under the auspices of the joint organization of the East Lancashire Road Transport Association and the Blackburn Area of the Commercial Motor Users Association.

The meeting, which was well attended, was addressed by Mr. Robert Barr, chairman of the Yorkshire Area of Associated Road Oper.ators, who is a member of the employers' panel of the Yorkshire Board, and by Mr. Harry Clark, secretary of that panel. Not only did the meeting pass a resolution to adopt the terms of the Yorkshire agreement, but many operators signed forms recording their acceptance of these terms.

At a recent meeting of the standing joint committee of employers in the Northern, North-Western and Yorkshire Areas, the Northern Area representatives indicated that they would recommend the Northern employers' panel to adopt the terms of the Yorkshire agreement.
