Which of the following most accurately describes the problem?

WillEN Messrs. A. and R. Graham, W Kirkintilloch, applied, last Friday, to the Northern Scotland Traffic Commissioners for permission to run a tour from Kirkintilloch to Aberdeen, on the Kirkintilloch autumn holiday, objections were lodged by the L.N.E. Railway Co. It was pointed out that there would be a special train from Kirkintilloch on the day in question at a fare of 11g. 6d,, and that the bus firm's fare of .8s. was ridiculously low. For Messrs. Graham, Mr. Henry Graham said that they were asking for a backing. The Southern Scotland Commissioners had granted a licence for the part of the journey in their area. The distance was 280 miles and• the fare worked out at about 0.33d. per mile. The firm usually had a tour on the local holiday and were looking for some new place to visit. There had been a Kirkintilloch trades' holiday a fortnight previously and the railway had not run a single excursion from the town. Mr. Riches held that the railway should have objected when the application came before the Southern Scotland Commissioners. The application was granted. For, the L.N.E.R., Mr, W. G. Stewart said that the proposed tour had not been advertised in the " Notices and Proceedings" and the company had not known of the application in time.
