Which of the following most accurately describes the problem?

The NMIN rate for workers aged 22 and over increased on 1 October 2007 from £5.35/hr to £5.52/hr. The development rate for 18 to 21-year-olds increased from 24.45/hr to E4.60/hr.

NM Revenue and Customs (HM AC) has a programme of routine visits to businesses to make sure all workers are paid what they are legally entitled to. If a company fails to act it can expect to receive an enforcement notice. If the company fails to comply with that notice it could receive a penalty notice of twice the adult daily rate for each worker for every day of non-compliance.

Non-compliance with NMW requirements is a criminal offence which carries a maximum 25,000 fine, leaving the offender with a criminal record.

In the first prosecution of its kind, the owner of a children's nursery was fined 22,500 with £500 costs. She had refused to let compliance officers see records to check whether she was paying staff the correct hourly rate.
