Which of the following most accurately describes the problem?

• Transport manager problems have led to the revocation of the two-vehicle national licence held by David and Annette Cheeseman, trading as G Force Couriers, of Shifnal, Shropshire.

The Cheesemans failed to attend a Birmingham disciplinary inquiry, and West Midland Deputy Licensing Authority Roger Seymour said that when

they had been called to the inquiry it had been made clear that the revocation of the licence would be considered if he were not satisfied that they had employed a full-time transport manager.

On 18 April the Licensing Authority received a letter from a Mr Frith, the Cheesemans' nominated transport manager, stating that he was no longer in their employment. The Cheesemans were given notice that they must inform the LA of the name of their new transport manager, or confirm that they had the necessary qualification themselves. No such notification had been received, despite two opportunities to do so.

The regulations stated that a standard licence should cease to have effect if the requirement of professional competence ceased to be satisfied, subject to the power of the LA to extend it for a period of up to 18 months.

Seymour said he had no alternative but to revoke the licence.
