Which of the following most accurately describes the problem?

Transport managers' licensing, the outdated thinking of British Rail in relation to road transport and the deficiencies of Government transport Ministers. All these are the hobbyhorses of Norman Mower, installed this month as national chairman of the Institute of Traffic Administration. Norman is the transport distributioh manager of the Metal Box Co Ltd in Hull and a founder member of the Institute's Hull centre.

He is adamant that transport managers' licensing is essential to the professional image of the industry and considers that it should have been introduced years ago despite any European Economic Community requirements.

Despite working closely with the Freightliner organization, Mr Mower is scathing about BR thinking and only slightly less criiical of transpoh Ministers. He sees no reason why successive Ministers need to gc abroad for information about transport when transport men in the UK car supply everything which might be desired.

Norman Mower should know whai he is talking about for he began hit transport career in 1937 with Globe and Simpson, now part of the Lucas group, as a vehicle fuel and electrica apprentice. He returned to the transport scene, after war service, as transport manager for the ship repairinc, company of Brigham and Cowan til 1960. After a year as traffic superintendent for Preistmar Brothers, he went to Metal Box as transport manager, later becominE transport distribution manager.

Besides being an loTA member, hE belongs to the CIT and has beer chairman of the FTA's Hull and Eas. Riding area.

Married with one daughter who is assistant social services officer foi West Hull and a West Highland White puppy which he insists is part of thE family. Norman makes wine and plays golf. He says that he is waiting for thE handicapper to invent a low enough handicap for him to take advantage ID. it.
