Which of the following most accurately describes the problem?

It is now virtually impossible to make one vehicle for the world. This was the view expressed by Mt W. B. Larson. director and chief engineer of Vauxhall Motors Ltd. in his paper "Truck design for the 'unCommon' Market and the world." He said that requirements for certain markets were either incompatible or at least unacceptable in others. Even one component might be subject to many differefit legal requirements causing additional costs, delay in model availability and extra work for the engineering staff which could be avoided given a greater degree of international agreement.
