Which of the following most accurately describes the problem?

SATELLITE 1.1. NAVIGATION systems will have to be installed in all trucks involved in transporting farm animals over long distances under new rules agreed by EU farm ministers in Brussels this week.

Sat-nay equipment must be fitted to new vehicles from 2007, and all trucks from 2009, to help the authorities trace vehicle movements The new regs also upgrade ventilation, watering and temperature controls on trucks carrying livestock for more than eight hours.

However, the key areas of j ourney times and stocking rates had to be left unchanged in order to appease southern EU states. Instead the council has asked the EC to review the new controls within four years.

They will also have to maintain a detailed journey log for inspection by the authorities. Any infringements could result in the withdrawal of the driver training certificate or a ban on driving in a particular country.
