Which of the following most accurately describes the problem?

EUROPEAN TRANSPORT ant Willi Betz is poised to recruit its first UK-based drivers after winning a three-year contract to deliver parts for car manufacturer Toyota. The contract is thought to have been formerly held by NYK Logistics.

Betz has long been criticised by union leaders for employing East European drivers through its nonEuropean Union subsidiaries But now it plans to recruit in the UK after opening distribution depots in Shenstone,St a ffordshire, and New port Pagnell,Buckinghamshire.

Betz has had an office in Felixstowe for several years but these are its first depots in the UK; they could be the start of a big expansion drive into the UK market.

Frank Putters, branch manager at Shenstone, says 18 agency drivers are working there at the moment but direct recruitment is being considered for up to 60 drivers. "We have had a bad experience in that not a lot of drivers are available at the moment," he adds. "It's the worst time of year to start a business."

The contract involves delivering to the nearby Toyota plant at Burnaston: Putters says this could be a springboard for other work:"What we are thinking now is to make a good start. We have always wanted to expand but it depends on the contracts we can get in the UK."

Markus Herr is branch manager at Newport Pagnell which has 12 agency drivers; it will deliver parts sourced in the South-East.
