Which of the following most accurately describes the problem?

CONSEQUENT upon members' loss revenue because of petrol rationing, deputations from the Bradford and District Petrol Retailers' Association have interviewed the rating authorities for the city of Bradford and the Skyrack division of the West Riding county area with a view to obtaining reductions in the assessment of retailers' premises for rating purposes.

Another move in connection with petrol rationing resulted from a meeting of the Association last week, when it was decided to forward to the Petroleum Board and the Ministry of Mines a request for an increase from One gallon per 100 to three gallons per 100 in the wastage allowance to retailers under the rationing scheme.

The Association's submissions in support of this request suggest that the allowance of one gallon per 100 is totally inadequate to cover losses by evaporation. short measure in delivery by the dipstick method, and unavoidable over-measure in serving customers, especially under black-out conditions.

Following the latest increase in the price of petrol, the Association also decided to take further measures with a view to obtaining an increase in the retailer's margin of profit on petrol, the suggested basis being that the margin should never be lower than 20 per cent. of the selling price. It was remarked that as the retailer's profit remained at 21d. per gallon, notwithstanding the two latest increases in the price, his profit margin had been reduced to a fraction over 11 per cent.

Doubt was expressed whether the two latest price increases do not do more than cover increases in the petrolcompanies' costs.

It was decided to prepare a memorandum in support of the claim for such an increase.
