For the two firms, John Backhouse said it was an old established business. The Williams' had been struggling against great difficulties and he asked the Commissioner to give them a chance to wind the business down and dispose of it over the next two years.

Birchall warned that the outcome might not be so satisfactory if serious maintenance problems arose.
