THE COUNCIL on Tribunals has rejected Transport 2000's demand that it give residents the right to appeal against the granting of operator's licences which they contest on environmental grounds.

Transport 2000, an environmental pressure group,. wanted the council (CM,

May 11); to permit residents to appeal to the Transport Tribunal and for residents to be made aware of when appeals are being held. The council, which reports to the Lord Chancellor's office, believes that the 1982 Transport Act never intended that residents making repre sentations against the granting of an 0-licence should have a right of appeal.

It has told Transport 2000 executive director Susan Hoyle that it was intended that local authorities would safeguard residents' interests. But it is to press the Department of Transport to see whether the interests of environmental representors can be safeguarded in the event of appeals against licence refusals.
