Which of the following most accurately describes the problem?

PASSENGER loadings on Midland Red West bus services in Hereford city centre have risen by around 50 per cent since the introduction of the trial area deregulation scheme.

National Bus southern region chairman John Hargreaves said last week that fares are now two-thirds of the level they were at when the trial area started, despite the fact that most direct independent competition has already dropped out. He denied allegations thai the NBC company had deliberately swamped Herefore with buses to beat competition. Only five additiona vehicles had been placed or city services, he claimed.

Mr Hargreaves added tha deregulation would necessitan doubling the number of Department of 'fransport vehicli examiners.
