Which of the following most accurately describes the problem?

TIHE Shell Chemical Co., Ltd., have recently started to use collapsible tanks (in conjunction with mobile equipment for pumping and metering) to transport liquid detergent products between Stanlow (Ellesmere Port) chemical plant and Shoreham, a distance of about 240 miles.

The tanks, produced by Fireproof Tanks, Ltd., are made of butadiene acrylonitrile with a wall thickness of less than 0.1 in. Empty dimensions are 25 ft. x 7 ft. 5 in. and the dry weight 181 lb. The tanks have capacities of 2,000 gal. each and, when full, the maximum height is 3 ft. 6 in.

Harness, supplied by H. K. Porter (Great Britain), Ltd., secures the tanks on the vehicle platforms. It consists of a stitched assembly of seven transverse and four longitudinal 2-in.-wide nylon straps fitted with adjustable buckles. The portable pump-metering set, which has a maximum output of 27 g.p.m, was designed by Shell Chemical and assembled by Auto-Diesels, Ltd.
