THE limitation of expenditure upon

highways, imposed by the Governtent as an ' economy ' measure, has set ack the development of our road vstem by at least 20 years," says the 4th annual report of the Roads nprovement Association, to be pre)ted at the annual general meeting on tine 7.

"To cut expenditure upon a public trvice, essential to the very livelihood f every person and industry in the ountry, and allow it to rust and race to in is the very antithesis of economy.

• saddles the community with HAIMes . . . at least 10 times the amount at is 'saved' by the enforced neglect f maintenance, repairs and improvetents," the report continues. "The tssociation is pressing the Government ) allocate an additional £20m. annually )r urgent road works." This sum would not strain the funds, tbour or materials required to honour le Government's commitments for :armament and other public needs, but would do much to prevent a crisis on the roads.

It is stated that the wastage arising from traffic delays, road accidents, congestion and abnormal wear and tear of vehicles caused by worn and distorted surfaces, has been authoritatively and conservatively estimated at £150m. a year. In two or •three years, this loss could be reduced by at least 50 per cent.

GLASGOW PROPOSES CONTROL OF HIRE CARS

DROPOSED new by-laws, now ready for submission to Glasgow Corporation, will bring hire cars under the control of the city's magistrates' committee, as taxicabs are at present. Adoption of the by-laws would mean that every hire car would have to pass a yearly inspection for roadworthiness. The only vehicles that would be exempt from the order would be cars used wholly or partly for funerals.
