Baxter believes that in other countries on the Continent there is more ''joined-up thinking" from governments on road transport planning.
He says: "In Spain, the attitude from government seems to be well help you to the port'.
"Barcelona has a logistics zone next to the port area with transport firms located together.
"Compare this with Felixstowe, which needs better logistics and warehousing capacity."
Baxter believes part of the problem in the UK is the high turnover of secretaries of state for transport since 1997. "There has been no chance for people to get to grips with the brief," he adds.
As a warning, Baxter says any future government plans to cut road infrastructure investment would be "short-sighted".
He cites the A14 and A453 roads around Nottingham, which "desperately need investment".
