AYou are quite correct. foreign trailers temporarily in the United Kingdom are exempt from he requirement to carry rear markings.

The Motor Vehicles (Rear Markings) Regulations, 1970, which introduced rear marker plates on December 1, 1970, were not clear on this point. Regulation 2 (n) exempted only "'vehicles brought into Great Britain by a person resident abroad-.

Subsequently, Regulation 3(b) of the Motor Vehicles (Rear Markings) (Amendment) Regulations 1972 added paragraph (nn) to the original regulations exempting -trailers brought into Great Britain having a base or centre in a country outside Great Britain from which the journey is normally commenced, a period of 12 months not having elapsed since the vehicle in question was last brought into Great Britain"'
