Which of the following most accurately describes the problem?

AN INCREASE in the number of passengers carried on excursions and tours, and private hire operations up to 1975 has helped to counteract an overall fall in the total number of passenger journeys made.

This is revealed in "Transport Statistics Great Britain 1965-1975" just published at £5.50 by HMSO.

Although there has been a steady fall in bus passenger journeys, the mileage covered by buses and coaches showed a marked upturn in 1973, 74 and 75.

Between 1965 and 1975 the number of single deck buses increased from 36,000 to 48,000, while the numbers of double-deckers fell from 39,000 to 29,000.
