Which of the following most accurately describes the problem?

APPLICATION forms for motor vehicle licences are being revised and their layout changed to make them more easily understood.

This will be done under the Road Vehicles (Excise) (Prescribed Particulars) Regulations, 1966, made this month by the Minister of Transport.

The regulations will come into force on April 1, and are a consolidation of similar regulations made in 1957 and two amendments made to them in 1960. They further amend the prescribed questions and declarations which appear on the application forms.

The new forms will be available during the summer and will be numbered in a series prefixed by the letters VE; but existing forms in the RF series may continue to be used until March 31.
