Which of the following most accurately describes the problem?

ALL twelve objections were withdrawn and rt. seven applications to operate weekend, holiday-season through-services from the North-West to Ramsgate were granted, when a scheduled two-day inquiry was completed in 45 minutes by the North Western Traffic Commissioners in Manchester on Wednesday.

The applications were in two series; each concerned overnight travel on the journey southwards on Fridays and day-time return travel on Saturdays. Fares were to be an addition of all the existing fares between the points.

Birmingham and Midland Motor Omnibus Co. Ltd., East Kent Road Car Co. Ltd., and North Western Road Car Co. Ltd. applied to run a through-service, Manchester to Ramsgate, based on their existing Manchester-London-Ramsgate services. The Commissioners reserved their decision on fares structure when it was said it was planned to include a Manchester-Dover fare in the list, which had not been published. Dover passengers would change at Canterbury.

In the second application, George Ewer and Co. Ltd. and Yelloway Motor Services Ltd. applied to run joint services from Blackpool and Haslingden to Rarnsgate. The services were to converge on Manchester, from which point the route and vehicles would be common to both. The Whitsun to September schedule called for two vehicles on each leg to operate up to September, with only two vehicles on the common route from Manchester to Ramsgate. During September the one vehicle authorized on each leg would feed only one vehicle from Manchester to London.
