Which of the following most accurately describes the problem?

AkI appeal against a grant to Hartlepool and West Hartlepool Corporations to extend one of the main bus services in the Hartlepools into a new housing estate will be heard by a Ministry of Transport inspector on April 20. The appeal has been lodged by United Automobile Services Ltd.

The extension, which was introduced last Saturday, is to Service 6, the main northsouth service in the Hartlepools, which has

been extended about 14 miles into the Clavering estate. One bus in three operates beyond the old terminus at Brus Arms to provide a 20-minute frequency. The extension crosses two existing United services.

Although the extension was applied for jointly by the Corporations, the service is provided by double-deckers of the West Hartlepool undertaking only.
